From the page itself wherever possible. When we read a submitted URL we take its keyword and article tags, and when a page carries none we build a short set from its title and address. The member who submitted it can rewrite any of them before publishing, so what you see here is what a person settled on.

Yes. A bookmark that leads somewhere real deserves a real link, so published entries carry a followed link to the page they describe. That also means we hold submissions to a standard: a page has to answer when we visit it and carry a description of its own before it earns an entry.
